If we receive a payment from a pts primary insurance for preventive care, and that payment along with our PPO write-off equals 100% of the submitted fee for the service, do we still submit the claim to the secondary plan? Sometimes the secondary pays what we would otherwise write-off, but I am not sure what the standard protocol should be. Please advise.
