Canadian Dental Care Program Improving, but Misconceptions Persist on 'Free' Care

Posted: September 23, 2025
Industry representatives affirm that the national dental care program in Canada is making strides, yet patient misconceptions about the nature of the care persist. The terminology used by former political figures such as Justin Trudeau and Mark Holland, describing the program as "free dental care," has contributed to this misunderstanding. In reality, patients are responsible for co-pays that can amount to 60% of the fees. Dr. Bruce Ward of the Canadian Dental Association highlights the importance of clarifying the true cost to the public to manage patient expectations effectively.

Launched in phases, the Canadian Dental Care Plan initially catered to children and seniors in May 2024, expanding later to encompass individuals of all ages with household incomes under $90,000 and lacking private insurance. While those earning under $70,000 receive full coverage, those in the $70,000 to $90,000 bracket bear 40 to 60% of the fees. The program's complexity, coupled with administrative challenges and a significant number of denied claims, has led to frustrations for both patients and dental clinics. Health Canada is working to provide more detailed feedback to care providers to streamline the pre-authorization process.

Despite its positive impact on patient access to dental care, challenges persist within the Canadian Dental Care Plan. Dentists and industry professionals are navigating the intricacies of the program, aiming to address issues such as denied claims and limited coverage for preventive services like scaling. While the program represents a step forward, ongoing communication and feedback mechanisms between stakeholders, government bodies, and care providers are vital to enhancing the effectiveness and efficiency of the national dental care initiative.
